On 2 September 2025, an agreement was signed between Bangladesh Bank and LankaBangla Finance PLC. at the headquarters of Bangladesh Bank to support startup entrepreneurs. On behalf of Bangladesh Bank, Mustafizur Rahman, Additional Director of the SME and Special Programs Department, and on behalf of LankaBangla Finance, Managing Director Humaira Azam signed the agreement, facilitated by Md. Kamruzzaman Khan, Head of CMSME and Retail Financial Services at LankaBangla Finance. The event was attended virtually by Bangladesh Bank Governor Dr. Ahsan H. Mansur.

Under this refinancing fund of BDT 5,000 crore, entrepreneurs will be able to access loans at a maximum interest rate of 4%. According to the new guidelines, startup businesses can avail term loans and working capital loans ranging from BDT 2 crore up to BDT 8 crore.

The event was also attended by Bangladesh Bank Deputy Governor Nurunnahar, Executive Director Husne Ara Shikha, Joint Director Hafiza Tajrian, and from LankaBangla Finance, Principal Officer of the Women Entrepreneur Cell, Ms. Sabina Yasmin, along with other senior officials from both institutions.
